Cluster

The Partnership Agreement establishing the Polish-Belarusian-Ukrainian Cross-border Tourist Cluster was concluded on the 29th October 2014 in Lutsk.

Parties to the agreement:

  • ‘Volyn Tourist Cluster’ Association based in Kovel;
  • Brest Tourist Cluster based in Brest;
  • Lublin Regional Tourist Organisation based in Lublin

The purpose of the agreement is the creation of the Polish-Belarusian-Ukrainian Cross-border Tourist Cluster aimed at combining joint efforts to improve the quality, quantity and availability of tourist services.

Managers of institutions and organisations being Cluster members form the Cluster Board, which supervises the realisation of assigned tasks through Steering Groups (executive bodies in the member countries).

The main tasks of the Cluster include:

  • Development of a joint Polish-Belarusian-Ukrainian tourist product using the potentialities of a cross-border co-operation;
  • Development of tourist services by means of effective marketing, increasing the competitiveness and extending the tourist market;
  • Co-operation between Poland, Belarus and Ukraine aimed at realisation of joint projects, creation of a joint website, human resources training in tourism and cross-border co-operation;
  • Analysis of legal regulations and creation of new legal initiatives facilitating development of the cross-border regions;
  • Procurement of funds from EU programmes and other operational programmes.

The Cluster’s activity is financed from the Parties’ own funds, whereas the project realisation within the grant agreement is on the basis of partnership.
